Apriamo ora anche i cassetti del monitoraggio petrolifero
Quanto sta accadendo intorno all’ARPAB, al suo direttore ed ai dati sull’inceneritore Fenice, crediamo debba essere oggetto di una domanda diventata ineludibile, conoscere quanto realmente accade anche sulle vicende delle estrazioni di idrocarburi.
Già alla nascita del Comitato No Oil nel novembre 2007 denunciavamo che i monitoraggi in Val d’Agri, in particolare presso il centro olii di Viggiano, erano a dir poco inesistenti, conclamando già allora l’assoluta inidoneità dell’ARPAB alla gestione del monitoraggio stesso, e ciò sulla scorta non solo delle palesi incongruenze di attribuzione che riguardavano gli accordi del 1998 tra ENI e Regione, ma dalla osservazione che detti monitoraggi se pure esistevano, non era certo l’ARPAB a rilevarli, né altre agenzie o enti regionali. In un dibattito televisivo con il sottoscritto l’assessore Santochirico, dichiarò invece essere i monitoraggi effettuati regolarmente proprio dall’ARPAB, cosa ribadita molte altre volte attraverso i media locali.
Lo stesso direttore Sigillito, nella conferenza stampa del marzo 2008 che in un certo senso intendeva tacitare definitivamente dopo le anomalie di funzionamento del Centro Olii che avevano dato origine a sfiammate e ad emissioni di non meglio precisate sostanze, le voci circa la non esistenza di rilevamenti ambientali affidabili sulle estrazioni petrolifere ed il loro trattamento di desolforizzazione, dichiarò essere tutti i rilevamenti regolarmente effettuati, pur lamentando la non misurazione di un “punto zero”, e le emissioni assolutamente nei parametri di legge, in una calma piatta sull’argomento che le prossime elezioni provinciali sembravano pretendere.
Ci chiediamo ora se, alla luce delle ammissioni tardive del dottor Sigillito in un’audizione alla III commissione regionale che pur avrebbe dovuto essere convocata molto prima a nostro giudizio, ammissioni riguardanti la non idoneità o non completezza alla data attuale delle strutture tecniche (e relativi rilevamenti) dell’agenzia, non sia arrivato il momento di mettere in dubbio ufficialmente anche i dati riguardanti estrazioni petrolifere e loro trattamento che sino ad oggi sono stati accreditati presso la pubblica opinione come dati incontrovertibili, costituendo una commissione di inchiesta allargata ai soggetti a matrice ambientalista.
Riteniamo che non solo le doverose dimissioni o la rimozione del dott. Sigillito dalla direzione ARPAB siano un minimo atto di ritrovata dignità e volontà di affrontare la realtà da parte della giunta regionale, ma che la stessa figura dell’assessore Santochirico non sia immune da critiche tanto severe quanto alto era il suo potere reale di controllo ed indirizzo sull’operato dell’agenzia e che la sua posizione debba in tal senso essere vagliata ed accomunata a quella del dott. Sigillito.
Crediamo infatti che il direttore dell’ARPAB non possa essere sacrificato come unico capro espiatorio di una vicenda che va ben oltre l’inefficienza conclamata dei soggetti in questione o del millantato credito con cui si è inteso rassicurare l’opinione pubblica lucana, per approdare a dubbi profondi sulla gestione del nostro territorio e delle sue risorse.
